To help support testing uhc-auth-proxy, we should sit the service behind cert-auth in Turnpike stage, so that it can be accessed directly, vs through the gateway or ephemerally.

Cert-auth will provide access to the service, but the correct cluster information, user agent, etc will need to be passed along in the request as well.
