Clowder passes empty string within Kafka cacert

      Clowder passes empty string within the provided config key kafka.brokers[].cacert when the CA is not going to be provided.

      This breaks several deployments in stage where cacert is expected to be null when not provided. Impacted are Eventing, Patch, Vulnerablity, ccx-data-pipeline (and Compliance which had a hotfix applied).
