As with the cicd build script modifications in bonfire used by backend projects for pr_checks, modify the script used by frontend containerized projects to use a pr-123-latest format for container image tags.

The frontend-build.sh script is what most teams are sourcing for pr_checks on the frontend, but the IMAGE_TAG that's pushed is set in quay_push.sh
