[QE][changelog] Embed the openapi spec and give it a reachable API spec

      We have an API spec for changelog but you can't read it.

      We should place it at `/api/v1/openapi.json` . We can embed it using golang's embed library and we'll probably need to convert it to JSON before we display it.
