Now that we have playbook-dispatcher-connect being deployed to the ephemeral environment we need to enable the event interface tests we have in the iqe-playbook-dispatcher-plugin to run in the PR Check job.

In order to accomplish that we need to add the "smoke" marker to the event interface tests, release a new version of the plugin and make sure that these tests are passing when running in the ephemeral environments.
