Cloud-Connector should emit events over kafka that provide details about the connection.  The event should include:

• event type (online, offline or connected, disconnected)
• org_id
• client-id
• canonical facts
• dispatchers
• tags

I think cloud-connector should send out these events for each online/offline message it receives from the client (as long as it does not appear to a duplicate message).

We might think about taking the same approach to emitting events here as playbook-dispatcher uses (debezium ?).  i'm not sure.  Something to think about here.
