Playbook dispatcher is currently consuming from the `platform.upload.announce` topic. We plan to enable this topic to carry both anemic and legacy messages for the platform.
We need to make sure that playbook-dispatcher filters out the anemic tenants until it can properly support them.

If no harm can come from the dispatcher ingesting anemic tenants, then we might be able to do away with this one.

This ticket does need to be dealt with so ingress can move forward with passing optional account numbers.
