Build out the procedure and potential down time to complete the required upgrade to Postgres >= v13

Postgres version upgrade complete by: June 1st 2022

June 30th running os upgrade will be applied.

This includes local tests with newer versions of Postgres since we can't test on Prod till the switchover.
