[GSS](6.4.z) Cannot disable "Delete" button for Analyst role in business central

Customer wants to disable the delete button for Analyst role in business-central, changes made in workbench-policy.properties for analyst as below as per kcs[1]:

profile.wb_for_business_analysts=wb_everything, !wb_artifact_repository, !wb_administration, !wb_deploy, !wb_extensions, !wb_data_modeler_edit_sources, !wb_artifact_repository_jar_download, !wb_project_authoring_delete

He has added "!wb_project_authoring_delete" for analyst profile.

After making the changes as above, started the jboss and first time business-central was not showing "Delete" button but when refresh the browser, it started showing "Delete" button. Stop/start jboss many time but every time it is still showing Delete button.

I was able to reproduce the above scenario with my BPM 6.4.4. I also tested it on 6.4.6 and the result is the same. Customer is also using BPM 6.4.
