Steps to Reproduce:

1. configure File System Repositories in local file system and setup settings.xml accordingly.
2. Ensure your local maven repository does not contain guvnor-asset mgmt artifact or it's parent POM artifact. If so, use -Dkie.maven.settings.custom to define a clean local maven repository.
3. start business central with maven off-line mode

Due to ~~RHBRMS-2447~~, the following online repositories and file system repositories are configured respectively.

7.4. Configuring Maven to Use Online Repositories

But the build still fails with the following error.
