Guided editor: when first adding a call on global it is always greyed out

Description of problem:
After adding "Call method on <global>" RHS element it is disabled, with error marker on the left saying "Fact Type cannot be found in the available models. Section has been disabled.". After any subsequent modification of the rule RHS the error disappears and call on global is enabled.

Steps to Reproduce:
1. define a global using any type, save it
2. open a rule in Guided editor, add "Call method on <global name>" element

Actual results:
The global call element is disabled.

Expected results:
It should be enabled.
