WAS: Rules not listed in Test Scenario

Description of problem:
In Test Scenario, users can expect certain rules to fire. If you click the plus sign next to EXPECT, it brings up a New expectation modal. In it is a select box that should contain all the rules available. It does not - rules do not show up. It doesn't matter if they were created before or after the test scenario.
To get the rules into the New expectation modal, you have to switch packages after creating the rule. Even without reopening the TS, simply switching a package and then bringing up the New expectation modal makes the rules appear.

This seems to be specific for the WebSphere, I haven't seen this elsewhere with 6.0.2 ER3.

Steps to Reproduce:
1. Create a guided rule.
2. Create a test scenario.
3. Try to expect the guided rule to fire in the test scenario.

Actual results:
The rule is not offered in the dropdown list. You have to switch package and reopen the modal to see it.
