Description of problem:
If the <error /> element is defined bellow the <process /> element, it is not recognized and jBPM throws exception IllegalStateException: No errors found.

How reproducible:
run attached process

Steps to Reproduce:
1. start the attached process

Actual results:
Message [id=1, level=ERROR, path=process.bpmn, line=-1, column=0
text=unable to parse xml : Exception class java.lang.IllegalArgumentException : No errors found]

Expected results:
process compiles fine, prints "Throwing error" and finishes

Additional info:
This is not a problem with processes written by hand or generated from Designer in kie-wb, but with the Eclipse BPMN modeller.
