Steps to Reproduce:
1. Start the server with JAVA_OPTS="$JAVA_OPTS -Duser.language=de -Duser.country=DE"
2. Open a jBPM process - the designer is displayed in German, whereas the rest of the workbench is displayed in English

See attached image - the language selected in the workbench settings is English, but the jBPM process designer is displayed in German.
