Steps to Reproduce:
1. Click Authoring -> Contributors.
2. Check the Date column.

Actual results:
[zh_CN][ja_JP] Incorrect date format in Authoring - Contributors and some other areas.

Expected results:
The date format should be YYYY MM DD
