[Designer] Locking of elements is corrupted for WIN hosts

      1. Create new business process
        • Start Event -> Script Task -> End Event
      2. Select the Script Task
      3. Lock the Script Task with lock from toolbar menu
      4. Try to DragAndDrop the Script Task
        • You will no succeed
      5. Select the End Event
      6. DragAndDrop the End Event
      7. Again select the Script Task
      8. Try to DragAndDrop the Script Task
        • You will succeed
        • Expected is that you will not succeed

      The user has possibility to lock some elements of the business process. After lock is applied on the element, this can not be moved and edited more. However this feature doesn't work properly on windows hosts.
