Useless blinking of tool tip for circle diagram in Contributors perspective

Mouse over for circle diagram in Authoring->Contributors view cause too fast blinking of tool tip especially for Firefox. See blinking.ogv. (Video has low rate, it is better to use it as steps to reproduce).
