Description of problem:
In General Options page At the top left, there is a button labeled 'Workspace' which takes user back to workspace page. This button often disappears during the navigation in the configuration tree. Moreover also some icons disappear from configuration tree (like + / - icon and the "House" icon near the 'Workspaces' item). The main problem is, that after Workspace button disappears, user has no way to return to Workspace by direct UI interaction (he has to delete "Controller ..." part of URL and reload the page).

Observe the problem in video attached. The Workspace button disappears at 0:18 and reappears after some random navigation, later it appears.

How reproducible:
Often, but not always. Seems to be somehow dependent on startup - on some EAP startup it never occurs, on another it always occurs. Maybe some initialization problem?

Steps to Reproduce:
1. Using root navigate to general options page and perform some random navigation in the navigation tree.

Actual results:
Workspace button and icons near 'Workspaces' item in configuration tree in General Options page disappear.

Expected results:
Buttons and icons should always be present.
