Description

Description of problem:
The product header styling only partially implements PatternFly styling; the top part of the header is inconsistent. Please see attached image for the issue.

For upstream, this is what PatternFly header navigation looks like: https://www.patternfly.org/wikis/navigation/primary-navigation-bar/examples/

For downstream, please use RCUE header colors.
