Since 17.11.2023 MSSQL docker image is unstable: https://github.com/keycloak/keycloak/actions/runs/7035992302/job/19148054146
It affects -> Legacy store, Migration tests

Expected behavior

MSSql container should startup without failure.

Actual behavior

MSSql container time to time fails during startup: it is caused most probably by the latest docker image updated -> 16.11.: https://hub.docker.com/_/microsoft-mssql-server?tab=description -> 2022-CU10-ubuntu-22.04
