Describe the bug

I assign a user with create-realm role in master realm. When this user login, he cannot see 'create realm' button. We want this user to only manage the new realm he will create but not to access other realm. Please advice how to configure "create-realm" role correctly. Thank you

Expected behavior

Users with the create-realm role are allowed to create new realms. They will be granted full access to any new realm they create.

Actual behavior

Users with the create-realm role cannot see Create Realm button

How to Reproduce?

1. Create new user in master realm
2. Assign realm role "create-realm"
3. Ask this new user to login
4. The user doesn't see Create Realm button.
