When I create an organization without an email domain, the "Link identity provider" shows an error "Cannot read properties of undefined (reading 'map')"

Expected behavior

The dialog should show, possibly with Domain "None" or "Any"?!

Actual behavior

"Link identity provider" shows an error "Cannot read properties of undefined (reading 'map')"

How to Reproduce?

• Create an organization without an email domain
  _ Go to tab _Identity providers*
  _ Click on _Link identity provider*

Anything else?

This is probably a regression due to #31285. Possibly it doesn't handle the empty list well.
