Oracle 19c is Oracle 19.2, while RHBK supports 19.3.

Value Proposition

Supporting latest Oracle 19c is required by customers that are not upgrading to the latest Oracle releases

Goals

Change supported version of Oracle to 19c instead of 19.3.0

Non-Goals

Additional testing is out of scope as we are only testing with the latest LTS releases (23ai)
