Describe the bug

Failed tests in https://github.com/redhat-openshift-ecosystem/community-operators-prod/pull/3845 highlighted we use wrong timestamp format in the CSV.

Currently we use timestamps like 01/08/24 15:06:20.

Whereas this seems to make the tests pass: 2024-01-08T15:06:20Z.

CSV uses correct format for timestamps.

CSV uses wrong format.
