--> Package oc-mirror within the openshift-clients RPM

2. What is the nature and description of the request?

--> Include the oc-mirror v2 plugin as part of the openshift-clients RPM. Installing the openshift-clients RPM already installs an 'oc' binary but does not currently install an oc-mirror v2 plugin to go with it. Rather than requiring the user to find a matching version of oc-mirror v2 plugin and add it manually, let the RPM installer place an appropriate, tested, matching version of the oc-mirror v2 plugin in /usr/local/bin along with the 'oc' binary.

3. Why does the customer need this? (List the business requirements here)

--> Cu have wasted a lot of time troubleshooting issues with image mirrioring, often after having spend considerable time syncing large volumes of images to air-gapped environments, only to find that a slightly older or slightly newer version of the 'oc' binary is not working correctly with the last oc-mirror v2 plugin that was placed on the system. If the package management system handled both parts, the 'oc' binary and oc-mirror v2 plugin could be kept in lock-step and we would not waste time troubleshooting problems caused by mismatched versions.
