Expose interval  parameter in EDO

As part of the RFE in RFE-8887 External-DNS Operator - Event based Sync - Red Hat Issue Tracker

which requests enabling event based syncs, the customer needs to make the full sync interval value much higher. Currently they are using 120m.

3. Why does the customer need this? (List the business requirements here)

Customer can't adopt EDO without this change due to EDO not being usable in their environment
