Document VPA mapping for OpenShift version in OCP release notes

2. What is the nature and description of the request?
The Red Hat Vertical Pod Autoscaler (VPA) is a platform aligned operator. The Vertical Pod Autoscaler operator's release and maintenance cycle is directly tied to the support lifecycle of the OpenShift Container Platform (OCP) cluster it operates on. However, a direct correlation between the OpenShift version and the specific upstream Vertical Pod Autoscaler version utilized by the Red Hat operator is not currently documented.

3. Why does the customer need this? (List the business requirements here)
Customer is asking to be able to follow upstream info and refer to existing upstream documentation/code and eventually contribute
