      OperatorPolicy to be non-compliant if a newer channel is found

      2. What is the nature and description of the request?

      Customer is using OperatorPolicies and they work as expected. The situation is that they have Operators that are pinned to a specific version channel (eq. "cluster-logging stable-6.3") and the "installPlanApproval" set to "Automatic" for automatic z-patch updates. Therefore we only update with manual intervention between minor updates.

      This request is for an option to get informed via OperatorPolicies if a different channel supports a newer version of the operator (eq. cluster-logging stable-6.4).

      This would help remove manual checks for channels.

      3. Why does the customer need this? (List the business requirements here)

      This would help customers staying on current channels and to be notified when a new minor version is released or a new channel version is released.
