Top level mark for TechPreviewNoUpdate setting for cluster

2. What is the nature and description of the request?

Since TechPreviewNoUpdate means cluster is not eligible for upgrade, it should be clearly visible on the cluster level that the cluster is in that state.

More visibility to the cluster status
