      1. Proposed title of this feature request
      > Customer wants 'stunnel' as part of RHCOS image by default

      2. What is the nature and description of the request?
      > This 'stunnel' package is required for IBM Cloud's Regional File Storage to enable data in-transit encryption (or encryption in-transit or EiT) in our service. EiT is essential for several customers as data integrity and data security is of paramount importance to many of them. One of these customers is our IBM Cloud Container team running on ROKS.

ROKS depends on RedHat CoreOS (RHCOS), which doesn't include 'stunnel' as part of its default image. As a result, the ROKS team needs to separately install 'stunnel' (and other related packages and dependencies) as a post-process after setting up their environment. This post-process exercise requires plenty of reboots of the compute environment, resulting in undesirable and unacceptable disruptions.

      3. Why does the customer need this? (List the business requirements here)
      > Including 'stunnel' as part of the RHCOS image by default will greatly ease the situation described above.

      4. List any affected packages or components.
