Support for Helm mirroring available in OCI Compliant registries

2. What is the nature and description of the request?
For a while, it's possible and supported to store helm artifacts in OCI compliant registries, making distribution and availability of helm far more interesting. To this date, oc-mirror is missing capabilities to mirror helm charts from OCI compliant registries, hence limiting the scope for oc-mirror to some extend, given it only supports HTTP mirroring for helm charts.

To support OCI compliant, it should be possible to mirror all OCI compliant artifacts with oc-mirror to improve and simplify the disconnected experience with Red Hat OpenShift.

3. Why does the customer need this? (List the business requirements here)
Different helm charts today are provided via OCI compliant registries. In order to improve the disconnected experience for Red Hat OpenShift, it should be possible to mirror such artifacts directly using oc-mirror and preventing manual steps in-between to bring those helm charts into the disconnected environment.
