Different memory fraction for different sizes in csc for hosted clusters

      While running a test to observe automatic scaling of request serving nodes, it was observed that the default memory fraction (kubeAPIServerMemoryFraction) of .65 can leave a lot of unused memory before scaling up as instance sizes become larger. For example during the test m54xl was upscaled to r54xl by vpa recommendations although there was 18-22GiB of memory available on each request serving node.
