Add Monitoring for Secondary Scheduler in Prometheus

Improve monitoring before a GO-LIVE

Currently, Prometheus metrics are available for the primary scheduler, but the secondary scheduler is not being monitored. We need to implement monitoring for the secondary scheduler to ensure visibility and performance tracking. This should include exposing relevant metrics similar to those provided for the primary scheduler.
