1. Proposed title of this feature request
Allow user to set the hostname and port of the cache registry
2. What is the nature and description of the request?
This would be a flag for the oc-mirror CLI like "--cache-registry-hostname" during the m2d process.
3. Why does the customer need this? (List the business requirements here)
Customers would like to ensure the more than one person is able to run through the process of using oc-mirror v2 to pull down content updates for OpenShift and Operators. Currently the oc-mirror v2 cache registry will always be on whatever host is running the oc-mirror m2d process. To support multiple people being able to run the update process, customers need the cache registry to be located in a shared location like a container registry on their intranet but not locked the a specific machine.
4. List any affected packages or components.
