Enable MetalLB L3 Mode Only for Openshift API/Ingress VIP

2. What is the nature and description of the request?
Customer wants to use metalLB to expose a bare-metal (installed by IPI or agent based) API and Ingress via BGP, and not use/enable keepalived at all. More specifically, customer wants to have Openshift API server and Ingress VIP routes capable of running in an L3 (BGP) mode only rather than L2 (VRRP) mode. 

Customer wants it to be possible to configure network so they do not have to have L2 reachability between the different master nodes.

This is part of the effort of incorporating FRR into their infrastructure to gain more control over the network behavior.{}
