Support Installing a specific ODF z-version which is not channel head

2. What is the nature and description of the request?

This RFE originated from the discussion in the bug  https://issues.redhat.com/browse/OCPBUGS-59941 as currently no option for a customer to stay on a odf z-version which is n ot channel head.

3. Why does the customer need this? (List the business requirements here)

As part of sandbox testing, customer should standing up clusters with exact version to match the existing production too test out their upgrade process.
