      Job accounting linked to job priority is a mandatory feature for many multi-tenant environments. This is essential for managing resource allocation, often through an allocation council that grants specific groups higher-priority scheduling for a set amount of work before they are shifted to lower priority. 

       

      While this is related to cost management, it's distinct; it's less about chargeback and more about managing allocations and priorities. Therefore, optional features must be implemented to facilitate this necessary accounting and resource allocation model.
