Allow support for BGP Advertisement of Egress IPs for Layer 2 CUDNs

2. What is the nature and description of the request?

There is currently a functional limitation where Egress IP addresses associated with Layer 2 CUDNs cannot be advertised to external networking infrastructure via BGP. This prevents external routers from automatically learning the paths to these specific Egress IPs when they are hosted on OCP nodes.
