Sub object retry config variable

2. What is the nature and description of the request?
Provide a retry config variable that allows to set a regular interval to retry the sub object when the job has failed. During install or upgrade of an operator schedule a retry if an openshift-marketplace namespace job fails.

3. Why does the customer need this? (List the business requirements here)
The operator hub does not retry the job/action, which causes the user to have to either: a) delete the failed job, b) delete the sub, and/or c) delete csv/ip and re-run the job once the issue that caused the job to fail has been fixed.
