the customer needs to deploy acluster with rhacm 2.14 on vmware vsphere with static ips for the nodes

no dhcp available for this environment

The customer had a setup of 2 workers but observed additional machinesets being created with nodes being scaled up waiting for ip address claims and so cannot finish

there is existing hive-2502 and hive-2503 that are related.
