Crashloop Backoff alert for OSV VMs

      Nature and description of the request

      Add pre-configured alerting for OSV VM/VMI pods in crashloop backoff, as this is not a normal/expected state for VM pods (vs traditional k8s pods).

      Why does the customer need this?

      As no alerts are generated when a VM/VMI is in the described state, we are unaware until a different alert (VMCannotBeEvicted) is triggered by the cluster. We found a VM in this state for over a week.

      A workaround exists - set up custom monitoring alert, but this is a common scenario that is not a normal state for OSV VM pods, and would be useful to have this alerted by default.
