1. Proposed title of this feature request
Provide the ability to treat AKS as a fully managed cluster in RHACM

2. What is the nature and description of the request?
Costco has a large fleet of OpenShift clusters, but they also have business requirements to use AKS. Costco would like to manage AKS from within RHACM so that they have one tool to manage everything.

3. Why does the customer need this? (List the business requirements here)
Costco would like to simplify their k8s management tooling and processes and RHACM would provide a "single pane of glass" for their entire fleet.
