Store external Central database connection string in a secret

2. What is the nature and description of the request?
 
Customer has requested that the connection string (host, port, user, and sslmode) for an external Central database be moved into a secret as opposed to the current method of explicitly populating it in the Central CR.  

3. Why does the customer need this? (List the business requirements here)

This will facilitate leveraging OpenShift CI/CD flows to deploy external databases and RHACS deployments with repeatable DRY pipelines.
