Add ability to replace a control plane node using `oc adm node-image create`

2. What is the nature and description of the request?

We would like to enhance the assisted installer to add functionality to allow us to replace a control plane node using the commandline tool via `oc adm node-image create` to make  control plane node replacement simpler.

3. Why does the customer need this? (List the business requirements here)

This would simplify the workflow for the client when a control plane node needs to be replaced
