1. Proposed title of this feature request
OVN-kubernetes clusterwide loglevel adjustment rather than particular nodes via the env-overrides ConfigMap
2. What is the nature and description of the request?
For purpose of cost cutting, and owing to the logs generated via the ovn-kubernetes resources, customers need to have a global setting to adjust the loglevel rather than hardcoded node names in the env-overrides configmap file
3. Why does the customer need this? (List the business requirements here)
Today, one can reduce the default loglevel for ovn-kubernetes via the configmap but it is hardcoded to take in the node names. While this is ok but for customers with dynamic clusters and autoscaling enabled, this becomes a hard task to manage the nodenames since the new nodes are constantly added and removed.
4. List any affected packages or components.
