Add WASM feature in crun container runtime

2. What is the nature and description of the request?

RHEL 9.8 has discontinued building crun with WASM support. Since crun is the default container runtime in OpenShift (OCP) starting with version 4.19, this change directly impacts OCP.

3. Why does the customer need this? (List the business requirements here)

This requirement comes from an end-client who depends on our customer’s solution. They need the ability to run WASM workloads, making this capability essential for the project’s success. By supporting it, Red Hat helps ensure that our customer can deliver as expected. Without it, the end-client may choose an alternative platform.
