Enhance OpenShift platform support to allow configuration of Hyperdisk performance tunables (IOPS, throughput, profile) across all machine creation pathways:

• openshift-installer

• ControlPlaneMachineSet

• MachineSet

Currently, Hyperdisk tunables cannot be configured uniformly. This prevents customers from deploying GCP clusters with performance-optimized storage configurations.

Requested Feature Enhancements:

• Add Hyperdisk tunables to install-config.yaml.

• Ensure installer-generated manifests for masters/workers include tunable parameters.

• Extend CPMS to configure Hyperdisk tunables on control-plane machines.

Business Impact:

• Required for I/O-intensive and latency-sensitive workloads.

• Ensures OpenShift fully supports modern GCP storage capabilities.
