Enable IDMS on ARO HCP

2. What is the nature and description of the request?

To support customer's use of IBM Watson.  watsonx needs to use alternative registries to support the product.

3. Why does the customer need this? (List the business requirements here)

watsonx.data (and IBM Software Hub as control plane) use ICSP or IDMS to provide links to alternative registries for container images for product installation. The use of alternative registries applies in 2 cases. Installation of pre-GA software (mirrors shown in issue are of this type), or the installation of GA software by customers via a customer-provided private registry.
