      Prevent node drains when applying ITMS to the cluster.

      1.  What is the nature and description of the request?

      Currently, applying ITMS triggers node drains. However, adding an IDMS entry does not cause any node drain. Expecting ITMS to behave similarly and not initiate a node drain.

      1.  Why does the customer need this? (List the business requirements here)

      Adding an IDMS entry does not interrupt the workloads running on the node, but applying ITMS results in pod evictions due to the node drain process.
