ABI - Cluster Network MTU for baremetal deployments

2. What is the nature and description of the request?

Telco customers would like to enable setting the Cluster Network MTU using ABI. Day2 procedure to change ClusterNetwork MTU implies several reboots.

Customer would like to set the cluster Network MTU to leave buffer for extra headers that can be added during day-2 (e.g., IPsec)
